The James Bay and Northern Québec Agreement (1975) established an environmental and social protection regime for the James Bay territory (Eeyou Istchee). The role of the JBACE is to oversee the administration of the regime. The latter provides for the review of laws and regulations to make sure they do not affect the rights guaranteed to the Crees, as well as for an environmental and social impact assessment and review procedure to minimize the negative impact of development.
The JBACE is currently working towards modernizing the impact assessment and review procedure in the light of social and technological changes and public participation standards. In addition, it has put forward a proposal for addressing major environmental and social issues relating to northern development.
